I think the most importent component in kids TV selections is the input and conversation the kids have with their parents.  I do let my kids watch some "bad" shows, but you can't hide your kids from everything you don't approve of.  Better to joke about it or criticize it together than to think they'll never see anything but what you want them to see.

Also, I think moderation and keeping the kids' minds active with lots of other activities helps them to make their own good judegments about how good or bad or silly or gross or sad or important, anything they see on tv really is.

I do like a lot of kids tv.  But I hate watching the same shows over and over.  Why do kids like to watch the same shows over and over?  Remember how cool it used to be to make a yearly event of certain shows?  Christmas specials....Brigadoon....Cinderella....Wizard of Oz.....Finnians Rainbow.  Those were awesome shows and we used to look forward to watching them as a family.  Then we girls would play imaginary games related to the movies for the following 3 months.  That just doesn't happen any more.  And we DID NOT have toys connected to the shows. It was just all from our imaginations!

Growing up, I do not think that we watched a whole lot of TV.  Nothing compared to kids today.  The shows we watched were on Saturday morning and were cartoons.  I think a lot of kid TV today is different...maybe not bad but differrent.   Kids should be outside and playing and not always in front of the TV. 

I do still LOVE the Jetsons and the Flintstones!!!
