There's a free pic resizer that can handle multiple pictures at once. It's easy to use and saves me lots of time.

I also use the free program in microsoft.

Look on the right hand side halfway down to download the image resizer. You can select three default sizes as well as a custom size. You can select all the photos and then just right click on them and resize. Super easy

But I use adobe photoshop to alter any photos first.
