Does Moving Up Make Sense?

Only you can answer that question, but the answers to these will help you decide:
1. How much equity do you have in your home? Look at your annual mortgage statement or call your lender to find out. Usually, you don’t build up much equity in the first few years of paying a mortgage, but if you’ve owned your home for a number of years, you may have significant unrealized gains.
2. Has your income increased enough to cover the extra mortgage costs and the costs of moving?
3. Is the neighborhood still a good one for your needs? For example, if you’ve had children, the quality of the schools may be more of a concern now than when you first purchased.
4. Can you add on or remodel? If you have a large yard, there might be room to expand your home. If not, your options may be limited? Also, do you want to undertake the headaches of remodeling yourself?
5. How is the home market? If it’s good, you may get top dollar for your home. If the market is down and you remain in the same area, you will get a greater saving on a larger home purchase than the loss you might take on your current home for sale.
6. How are interest rates? A low rate not only helps you buy more home, but also makes it easier to find a buyer.

Feb. 23, 2007 - NJ Assembly Passes Lead Paint Legislation |
The Scope of Lead Paint Inspection Expands

If you own residential rental property of any kind in New Jersey, you need to pay attention. On February 22, 2007, the NJ Assembly passed legislation that will expand the scope of lead paint inspection requirements for multiple dwelling units to also include single-family and two-family rental dwelling units. The bill now heads to the Senate Community and Urban Affairs Committee.
Currently, state law provides that multiple dwellings (3-or-more unit rentals) are inspected at least once every five years for lead paint hazards.
According to the bill, A3263 - Payne (D29), the Department of Community Affairs will charge a fee sufficient to cover the cost of inspections, provided that the fee does not exceed one-third of the inspection fee for a three-unit multiple dwelling.
The bill currently includes exemptions for owner-occupied two-family residential properties, properties that have been certified to be free of lead-based paint or of having a lead-free interior by a certified inspector, properties that were constructed during or after 1978, and seasonal rental units that are rented for less than six months' duration each year.

South Middlebush Detour Starts March 5th

Road Construction on South Middlebush Road between Blackwells Mills Road and Bennetts Lane will begin on Monday, March 5th It will continue for up to 50 days. The road will be closed in both directions for the entire period.
Motorists are encouraged to find alternate routes, or they will be detoured:
For South Middlebush Road Northbound - Left on South Middlebush Road, right on Van Cleef Road right on Amwell Road.
For South Middlebush Road Southbound - Amwell Road left on Van Cleef Road, left on Blackwells Mills Road, right on South Mddlebush Road.

This morning I came across a Michael Cook posting on Bloodhoundblog.com. It speaks to the subjects of negotiations and relationships in an article titled Negotation 201: Dont Just Think about the Best Price . He focuses on past experiences in real estate and the lessons he learned. It is a three fold reminder that more often than not you get what you pay for and that long term positive relationships will always be more satisfying than a fast cash benefit. But…you already knew that, right?

Internet vs Traditional Home Buyers
The California Association of REALTORS® (C.A.R.) Internet Versus Traditional Buyers Survey provides some insights to the changes that have been taking place among consumers in the real estate market, driven in part by the increased use of the Internet. The National Association of REALTORS® (NAR) concurs that the Internet has become an essential part of the home buying process.
Here are the Key Findings of the survey:
- The typical buyer is now an Internet buyer. Homebuyers who used the Internet as an integral part of the home buying process increased significantly in the past six years from 28 percent of all buyers in 2000 to 70 percent in 2006, as high-speed Internet access became increasingly popular.
- Socioeconomic differences between Internet buyers and traditional buyers have become less apparent as more buyers use the Internet, but the two groups continued to behave differently when it came to the home buying process. Internet buyers devoted more time researching on their own before meeting with an agent compared to traditional buyers, but they spent less time working with an agent, during which they viewed significantly fewer homes before making a purchase.
- Buyers reported that the Internet provided a greater sense of control, especially with real estate Web sites becoming more consumer-friendly. More than nine of ten Internet buyers indicated that the Internet helped them better understand the home buying process and put them in more control of that process.
- Although the Internet has become an important research tool for home buyers, most considered it an information resource rather than a substitute for a real estate agent. Nine of ten homebuyers hired an agent to assist in the home buying process.
- Internet buyers were generally more satisfied than traditional buyers on every aspect of the home buying process. Home buyers were satisfied with their agent primarily because of their agent’s quickness in response and hardworking ethics. One common source of dissatisfaction shared by both Internet buyers and traditional buyers was the late closures of their escrows.
- The Internet played a more important role in the home buying process for first-time buyers and Gen Xers than repeat buyers and Baby Boomers.
- First-time buyers placed a high expectation on their agent’s responsiveness, not only in the agent’s selection process, but also throughout the entire home buying experience.
- In the future, agents who want to maintain their competitive edge will need to become familiar with the ever growing array of online consumer home buying tools, broaden their online presence, and enhance their communication with clients through the use of the latest Web trends such as blogs and podcasts.
The New Jersey Association of REALTORS® partnered with the National Association of REALTORS® on the 2003 Profile of New Jersey Home Buyers and Sellers. The 2003 Profile was based on transactions during the first quarter of that year. The survey revealed that over 93 percent of buyers who used the Internet were looking for property listings yet only 44 percent of home sellers used the Internet to market their homes. The most highly valued online features are detailed property information (98 percent), virtual tours (87 percent) and interactive maps (68 percent). Although most home buyers searched the web, only 10 percent found the home they purchased on the Internet. Forty-nine percent first learned about the home they purchased through a real estate agent, 11 percent through a friend or relative and 9 percent through the newspaper. |

Feb. 16, 2007 - First Saturday of the Month Drop-off |
Recycle date is March 3
The next drop-off for the First Saturday of the Month program will be Saturday, March 3, at the Somerset County Recycling Center, located at 40 Polhemus Lane.
The Recycling Center is open from 8 a.m. to 2 p.m. on First Saturday of the Month drop-off dates.
As part of the program, the Recycling Center will accept VCRs, TVs, typewriters, radios, stereo equipment, modems, fax machines, cell phones and used computer electronics such as computers, CPUs, monitors, CRTs and printers. Other items that are accepted include CDs, DVDs, computer disks, diskettes, videotapes and cassette tapes.
The Recycling Center also accepts tires, scrap metals, used motor oil, anti-freeze, used oil filters, microwave ovens and the usual curbside materials on these drop-off dates.

ROAD PROJECTS
Items new or updated to the list (from previous posting date) are highlighted in yellow.
Belle Mead – Blawenburg Road, (County Route 601), Township of Montgomery. The railroad spur serving the 3M plant is scheduled to be reconstructed. BelleMead – Blawenburg Road will be closed to thru traffic from Route 206 to Dutchtown – Harlingen Road. A detour will be posted directing traffic along Route 206 to Dutchtown-Harlingen Road, (County Route 604). This project has been delayed until further notice.
South Middlebush Road, (Co. Rt. 615) at Blackwells Mills Road. Work remaining at this intersection involves the reconstruction of a culvert and retaining wall. This work is scheduled to begin on Tuesday, February 20th . At this time a detour will be set in place directing motorists along Blackwells Mills Road to Van Cleef Road on to Amwell Road. This work is expected to be completed in approximately one and a half months.
Georgetown-Franklin Turnpike (Co. Rt. 518) from West of Van Zandt Road to Cherry Hill Road, Township of Montgomery. The contractor is expected to resume work on this project in March with a one lane flagging operation. Depending on utility work this project is expected to be completed by early summer.
East Main Street and Rehill Avenue, Borough of Somerville. The recently installed traffic signal at this intersection will be put into operation on Tuesday, February 20th.
BRIDGE PROJECTS
The Elm Street Bridge (Neshanic Station), over the South Branch of the Raritan, Branchburg Twp. / Hillsborough Twp. This bridge will be closing on Monday, April 10th for a rehabilitation project. The bridge is expected to remain closed for approximately (15) fifteen months. A detour route has been posted.
Finderne Avenue Bridge, Township of Bridgewater/Borough of Manville. Reconstruction of this bridge over the Raritan River linking Finderne Ave. in Bridgewater and Main Street in Manville will begin Tuesday October 24th. Motorists are advised to expect delays. Traffic will be reduced to one lane in each direction. The work is expected to take approximately 18 months.
Queen’s Bridge , Bound Brook/South Bound Brook. More extensive work on this bridge involving lane closures will resume this March.
Whitenack Road, Township of Bernards. Beginning Tuesday, February 20th. This road will be closed to through traffic for the replacement of the bridge located near the intersection of Sunny Hill Road. A detour will be in place directing traffic along Mount Airy Road and Route 202. The closure is expected to be in place for approximately one and a half months.

The week lacked the kind of economic news that would drive mortgage rates up or down, so mortgage rates didn't move much. Federal Reserve Board Chairman Ben Bernanke acted out his title and was reserved in his comments to Congress on Wednesday. Mortgage rates yawned, rolled over and napped. The average 30-year fixed rate rose 0.01 percent to 6.32 percent; the average 15-year fixed rate rose 0.01 percent to 6.09 percent; the jumbo 30-year rate held at 6.48 percent, and the popular 5/1 ARM rose 0.01 percent to 6.18 percent. The one-year ARM also snoozed, staying at 6.04 percent.
