   Hi Richard, you should check the web site of your ISP. You should find some information on it regarding your problem.

   I am with Verizon and from it's web site I can send text messages to mobil phones in the US. If I send text messages overseas I use SKYPE. I never used it backwards, but it should work. It is still your best bet to contact your ISP for specific information.
