Turner worked with the Senate Foreign Relations Committee during Sen. Joseph
Biden's first five years on the committee and in 1984-85 was acting
assistant secretary of state for legislative affairs. A veteran of two Army
tours in Vietnam and an expert on the constitutional separation of national
security powers, he has testified before more than a dozen different
congressional committees over the past three decades. The views are entirely
his own.
