Tagging (putting graffiti on block walls, buildings, etc) has been around for a long time and seems to get worse every day.  Many gangs do this to "mark their territory", others do it just "for fun" but no one likes it because it looks unsightly, plus it's costly and time consuming to keep on top of it.

Las Vegas'  controversial Mayor, Oscar Goodman, has been trying to get some control over the issue and has proposed several punishments for the action.  Several months ago he suggested cutting off the thumbs of those who were caught engaging in this activity.  Now he's come up with a new tactic....many think he's only joking but Mayor Goodman says he's dead serious.  He wants put convicted graffiti artists in stockades and let the public dab paint on their faces.  He feels the medieval stockades will send a message to would-be spray painters.  He has asked the city attorney's office to see if this is 'cruel and unusual punishment'.  The ACLU says the stockades could be unconstitutional!

Sounds like a good solution to me.  I don't understand how marking one's territory like a dog does his, shows a gang's prowess.  Maybe a little shame and embarrassment would do the trick!      I would be shocked if it really happened.  I'm sure there would be too many protestors of consequences for breaking the law!

When I was growing up, gangsters in the city I grew up in used tagging as a form of advertising for things like drugs or other illegal activities. Painting over graffiti wouldn't last long because the taggers would come back and tag it up again. There was one particular wall near a freeway that was tagged (and re-tagged) often. Eventuall a group of children, led by a school club, painted over the graffiti with positive messages, Christian morals, and images depicting life and happiness. The taggers didn't come back and to this day the wall is still tag-free.
